But in this era of globalization, terror warfare and civilian suffering cannot be regarded as random events: terror is intimately linked to the logic of a capitalist world system that is commandeered by the conglomerate interests of US global patronage and policing. Acts of resistance have fueled a climate of unprecedented state-legitimated violence, such as the war on terror, which not only produces new social conditions for militancy but also gives rise to new terrains of security and defense that have influenced the domestic political process of every nation.

Behind the obvious expressions of political liberalism and consumer capitalism lie deeper, hidden forms of systemic violence with which supposedly peace-loving western democracies are irrevocably complicit—a system that secretly feeds on violence. The dreamworld enterprise of capitalism thus is inherently unstable. Its perpetuation depends on containing or subverting the “American paranoiac fantasy” of sudden disillusionment. What happens, asks Žižek, when this chimera is partially, though perhaps only momentarily shattered?

WHAT ARE THE POLICY OPTIONS? Well, there are a number. A narrow policy option from the beginning was to follow the advice of really far-out radicals like the Pope. The Vatican immediately said, look it’s a horrible terrorist crime. In the case of crime, you try to find the perpetrators, you bring them to justice, you try them. You don’t kill innocent civilians. Like if somebody robs my house and I think the guy who did it is probably in the neighborhood across the street, I don’t go out with an assault rifle and kill everyone in that neighborhood.
