The pattern, in detail, is as follows. When the owners give up their companies and shut operations, the unions, as worker representatives, negotiate with the state for a takeover by either the government or the employees. In all documented cases, the latter occurred. In many of these cases, the employee takeover was positioned as a prelude to a state takeover. Thus, it seems that both unions and employees considered employee takeover as an immediate action to resolve the issue of job loss and unemployment.
