Analyzing Japanese trade policymaking The recent emergence of Japan as the second-largest economy in the world, and the growing number of trade disputes involving Japan have placed increasing pressure on actors in the Japanese trade policymaking process to conform with GATT and WTO rules and increased the need to understand the relationship between domestic politics and international relations in Japanese trade policymaking. Using the approach to analyzing trade policymaking outlined in Chapter 1, key domestic and international factors in the Japanese trade policymaking process can be discerned, and specific hypotheses developed which can be used to analyze the relationship between domestic politics and international relations in Japanese trade policymaking during a particular trade negotiation.

Interest groups often play a less visible role in the Japanese trade policymaking process than in the same process in America, partly because the frequent and highly influential Congressional hearings that occur in American trade policymaking do not exist in Japan.
